In this field effective cooperation is continued to be carried out with the educational institutions in charge of training for law enforcement authorities, including the Police Academy of the Ministry of Internal Affairs.

The lecture delivered on “Human rights protection mechanisms” in the framework of mutual cooperation for the listeners with higher legal education in the faculty of management of internal affairs bodies at the Police Academy was aimed to apply theoretical knowledge of the participants in the practice. 

In the lecture Mr. Rashid Rumzada, Department Head of the Ombudsman's Office, Chief of the National Preventive Group, spoke about national and international protection mechanisms of human rights, implementation issues of international legislation in this area and grounds of application of them, and he gave detailed information to the participants about problems in practice and the challenges ahead.

Considering the initiatives and proposals of Ombudsman the representative of Commissioner brought information regarding the reforms carried out on the basis of the national legislation of the Azerbaijan Republic, activities on the Protection of human rights and the National Preventive Mechanism against Torture, regular visits to the institutions which persons cannot leave on their own will in the country, issues regarding the provision of rights of the persons that are brought to Bodies of Internal Affairs, and that are detained in the temporary detention units and the detention conditions and the treatment with them, as well as, offered recommendations and status of their performance to the attention of listeners.

It was mentioned that the decree signed on February 10 by Ilham Aliyev, the President of Azerbaijan was a new step in the process of the reforms carried out in terms of the efficient provision of human rights. Provision of right to inviolability of the person in the document, as well as, prevention of applying restrictions on the freedom right of the persons that violated the law and that committed a crime, humanization of the criminal prosecution and the criminal execution policy in this direction, considering the provisions regarding current experience and difficulties in the field of gradually avoiding the experience that the person was isolated from society is one of main discussions, were popularized in a lively discussion.

In the lecture, the provisions of the Constitutional Law has been referred about the Human Rights Commissioner (Ambudsman) and the questions asked by listeners has been answered.

It should be noted that,  Consistent training seminars are arranged for listeners included to the program of the educational institutions and to the action program, persons involved in training, judges, persons admitted to Justice system and prosecution, employees of State Agencies in Academy of Public Administration under the President of Azerbaijan Republic that carries out the retraining of State officials, Police Academy and Justice Academy that conduct the training for Law Enforcement Agencies, Educational Institutions that prepare military personnel that they serve the protection and promotion of human rights within the activity of Ombudsman.
