Afterwards, the minister introduced the new member of MIA Staff – the Minister of Internal Affairs of Nakhchivan AR, Major general Fazil Alakbarov to the meeting participants, and wished success in his further activity.

The Minister of Internal Affairs brought to the attention that the issues submitted for discussion are up-to-date, and covers significant directions of operational-service activity. He reminded the importance of keeping previously convicted persons under operational control, from the point of the role of this contingent in the commission of crimes, and regarded the exposure of their criminal acts as one of the important forthcoming tasks. It was mentioned that the strengthening of the role of territorial police chiefs and inspectors are also important issues in prevention and disclosure of crimes and that there have been conducted continuous works and obtained positive results in order to improve and establish the activity in compliance with the international practice in the last 10 tears.

Touching upon the crime situation in the country, the minister brought to the attention that the undertaken actions in fighting against criminality and in provision of public order and public security by internal affairs authorities are satisfactory in whole, and the achieved positive trends have been maintained in 9 months of the current year. It was said that, within the shown period, disclosure of the crimes recorded on MIA and procuracy authorities has been 85.5 percent growing better by 1.2 percent. In comparison with the relevant period of the last year, the number of serious and very serious crimes, homicides, crimes committed with firearms, fraud, motor vehicle theft, blackmail, robbery, burglary, as well as hooliganism, road traffic accidents, and persons losing their life and getting injured in the accidents. Disclosure of crimes committed in non-obvious circumstances, attempted assassinations, intentional infliction of bodily harm, theft, burglary, robbery, blackmail, motor-vehicle theft has been improved too.

Chief of the Main Criminal Investigation Department, police major-general Arzu Dashdamirov and chief of Main Public Security department, police major-general Ogtay Karimov spoke about the executed works and forthcoming tasks in their reports concerning the issues on the agenda.

Chiefs of the territorial police authorities made speech on the measures to be taken about the missed defects and elimination of them.

Summing up the meeting, the Minister, Colonel-general Ramil Usubov noted that in the last period of the current year the executed works for fight against crime and provision of public order are generally satisfactory, indicators in the most field have been grown better, disclosure rate has been increased, a number of serious crimes has been decreased, however, in separate police authorities this activity has not been established to the level meeting the requirements of the day, and no integrity is demonstrated in elimination of deficiencies and shortcomings.

 

Reminding the year will be end by less than two months, the head of MIA mentioned the necessity of increase of efforts in the abovementioned, an approach to the appeals of citizens with special attention, care and sensitivity, strict compliance of the associates with legality, human rights and freedoms, the requirements of the Ethics Code in communication with citizens, and said that putting pressure on and behaving rudely with people brought to the territorial police authorities in any way are inadmissible. The minister stressed that  the most stringent measures will be taken against those who commit such negative behaviors and acts which damage the reputation of  the law-enforcement officers, and required from the chiefs of the authorities and other officials to strengthen the control over the receiving process, improve the professionalism of the personnel, further increase the executive discipline, mobilize all the forces and capabilities for wide application of new information technologies, and raise the effectiveness of operating process, and provided concrete tasks and recommendations in this sphere.

The colonel-general Ramil Usubov reminded the President of the country,  Supreme Commander of the Armed Forces, His Excellency Mr. Ilham Aliyev always appreciate the selfless activity of the internal affairs bodies highly, emphasized that  this high attention and care put a great responsibility on each associate, and expressed his assurance that the personnel will adequately continue the successful fight against criminality and the exemplary provision of public order later on, will try their best to stability and irreversibility each of which is one of the main terms of improvement and strengthening of our country, as well as protect legal interests of the state and citizens from illegal actions, and will complete this year, which is to end, with high indicators too.
