During the preliminary investigation, the driver stated that he was driving under the influence of drugs. As a result of the appointed examination, it was once again proved that Fuad Asgarli was driving in a state of drug intoxication. Also, in the course of the investigative actions, it was established that the driver changed the license plate of the car and grossly violated the rules of the road, repeatedly committing car hooliganism in the Surakhani district.
