Attention is being paid to the provision of safety of traffic participants on the roads of the capital and the elimination of the observed errors causing delays. Each action participant must clearly understand not only the law prohibitions, but also their moral responsibility and know that stopping, standing, and parking rules cause congestion, traffic jam and delays on the roads.

Violations of stopping, standing and parking rules on the roads by drivers and pedestrians, saying “I am in a hurry, I wouldn’t see that, I wouldn’t know that, there's a patient waiting for me, I am waiting for somebody - They are coming in a minute, child is left in school, I do not know the way, I’m purchasing a medicine”, have been happening on a daily basis. There are other observed cases. For example, when leaving the vehicle, by stopping the stopping, standing and parking rules, they will definitely set a “guard-passenger” in the car’s lounge. The goal of this guard is to prevent the vehicle from being evacuated by us, from saying “they are coming now”. Other “methods” have also been found - obtaining a jacket, head wear, and press newspapers and publications and other means of distinctive marks of internal affairs bodies and other law enforcement agencies, putting them in the vehicle's visible place, saying “Do not touch my car... “. Those who make these cases need to know and be aware that any unacceptable situation creates public condemnation, by taking photos and videos of them, draws attention on the activity of traffic police on social networks...

Even the reasons are so simple that the creators of this situation justify themselves. These cases, notwithstanding the fact that they are administrative offense, concern the traffic police. If more than 800 administrative protocols have been compiled by us during the day, about the violations of stopping, standing and parking rules, and more than 2000 drivers have been warned, among them, there are always found those dissatisfied with police. Each action participant should take into consideration that the administrative rights protected by law are directed not only to provision of public safety on the roads, but also help the participants to reach to the destination on time. Vehicles are allowed to stop on relevant places, for the passengers to get in and get out, by law, only in the parking lot, following the road marking requirements. If a driver stops the vehicle in the movement area of the road, waits for somebody for a minute by turning on the emergency lights or takes somebody in or out in a 30-second interval, it creates a delay for 3-10 minutes, depending on the peak and ordinary times of the day, with a chain of over 60 vehicles on two-lane and three-lane same-direction roads of the low-crowded streets and avenues of the capital. These calculations made by us show that these situations, which are artificially created on the roads, are the results of the negligence of drivers. While these cases are not more among the capital drivers, they are observed more in the streets in which movement is intensive during the day.

Each action participant must take into account that road culture is the key to connecting people and society. Maintaining this criterion is not only the right and responsibility of each of us, but also a moral responsibility. Because responsibility on the roads is extremely individual and unique. Each action participant - driver, pedestrian must respect the laws that are an ordinary living standard not only for their personal interests but also for our society.
