In Azerbaijan, protection of children’s rights and paying attention and care are of the main directions of the state policy. Formation and development of children as healthy and beneficial to society citizen are both difficult and proud affair. Taking care of the children comprehensively is very important among the main principles of the child policy of the state. The police carry out the duties specified by the law in order for them to live in high moral and social environment, as well as to be formed as dignified citizen.
 
Many educational measures taken by the police of the capital in educational institutions must be specially noted. Day-by-day the police increase their efforts to keep the children out of bad habits and prevent drug menace regarded more serious.
 
But these affairs are not limited by only educational measures of the police. Also, necessary administrative and legal affairs are being done with the purpose of ensuring normal living circumstance of the children and juveniles who are neglected in street and involved to idleness and beggary as a result of parental irresponsibility.

Therefore, Public Security Department of Baku city MPD informs that 973 children who idle and beg as well as were neglected in the street, were defined by employees of the police and relevant measures were taken about them, appropriately individual talks were held with each parent who divert the children from education at sites during 9 months of the current year. The relevant executive powers were informed on the children who were delivered to their parents under the control of the territorial police agencies, as well as residential address of the persons who have idle and beggar lifestyle.

Moreover, taking regularly preventive measures in order for exploitation of child labor not to be done –in direction of prevention of sales of alcoholic drinks and tobacco products to minors is in the focus of attention. As such, protocols were drawn up on 2 persons by the Article 455 (violation of trade rules on ethyl (nutriment) alcohol, alcoholic drinks or tobacco products) of the Code of Administrative Offences because of selling tobacco products to minors, as a result of raid conducted jointly by the employees of Main Public Security Department of the Ministry of Internal Affairs and Yasamal district Police Department in the district on November 27.
 
Also, the measures were taken together with the employees of Nizami and Khatai District Police Departments in these districts. As a result of raids, it was detected that the sellers sold tobacco products to minors in 4 shops and kiosks in Nizami district and 2 in Khatai. The protocols were drawn up on 6 sellers of these shops and kiosks by Article 455 of the Code of Administrative Offences and each of them was fined at the amount of 100 manat.

All of them are the evidences that protection of children’s rights has always been propriety for the police. And this approach shows again that children problems are paid special attention by the police in Azerbaijan.
