The opening ceremony of the new educational building of the Police Academy under the Ministry of Internal Affairs was held on December 25. President of the Republic of Azerbaijan, Supreme Commander-in-Chief of the Armed Forces Ilham Aliyev attended the opening ceremony.

The head of our state cut the ribbon reflecting the symbolic opening of new building and got acquainted with the condition created here.
The Interior Minister, Colonel-General Ramil Usubov informed the President Ilham Aliyev about the conditions created in the building.
It was noted that the construction of the new building was carried out in 2016-2018. Six-storey building was built in a modern level and with the high taste. All conditions for training and teaching have been created in the building with the approximate area of seven thousand square meters. Reading room and electronic library holding 138 people will be provided for the cadets. The building was equipped with elevators, ventilation, video surveillance, voice announcement systems, as well as electronic boards and other equipment necessary for the teaching process. Conference hall holding 252 people with a modern acoustic system was established. All conditions for celebrating the remarkable events of the academy exist in the hall.

There are 11 lecture halls holding 1400 cadets overall. An electronic journal is applied here. All cadets are registered in the electronic journal and information about them is reflected here through their service cards. Cadets may get information about the exam dates and other topics from the journal covering all teaching program. At the same time, teachers check the attendance of cadets through this journal. The electronic journal also allows controlling the audience in general.

Founded in 1992 the Police Academy under the Ministry of Internal Affairs of the Republic of Azerbaijan is the state higher education-science institution under direct supervision of the ministry. This educational institution had operated as a militia school training militiaman and commander staff since 1921, and the lawyer with the secondary-education since 1957.  During Heydar Aliyev’s first leadership, Baku Special Secondary Militia School and its material and technical base developed, the staff strengthened and the school rose to the Academy level thanks to his care and insistence over the militia authorities. By considering the material and technical base, the Academy was awarded with the first-category institution of higher education in 1995 by the decision of the Cabinet of Ministers.
Modern condition created in the criminal training camp of the new educational building allows teachers to provide cadets with the information on taking the material evidence, obtaining information on footprint, handprint and other prints, behaviour rules of police officers, necessary actions during the operation and service. Conditions created here are highly adapted to the real situation. Apartment, office, shop, bank, street and cafe have been created here in order to conduct trainings in the camp.

Today, significant works are being implemented under the leadership of the President Ilham Aliyev in the direction of ensuring the rule of law, protecting the public order. Measures taken to strengthen the material and technical basis of the state bodies operating in this field have become consistent. The construction of the new building of the Police Academy under the Ministry of Internal Affairs is one of the works done in this field. In addition, enhancing the professionalism of the employees of law enforcement bodies, and solving their social issues are in the focus centre of our state at all times.

After that, the President Ilham Aliyev looked at new cars purchased for the service use.
It was reported that, 118 “Mercedes” brand cars were purchased for the Traffic Patrol Service. 75 of them are C-300, 4 are E-450, 39 are E-350 model of the “Mercedes”. New i-Patrol system was installed in all of these vehicles.  This system significantly differs from previous ones due to its technical characteristics. Uninterruptedly operating system during the stand and move condition of the Traffic Patrol Service vehicles was equipped with nine video surveillance cameras reflecting surroundings in 360 degrees. The “Radar” automatically recording the state registration plates and speeds of vehicles moving in the five strips ahead was installed in the system. There are also “Number-plate recognition” in the side direction, “infrared” invisible lightning systems for the night vision covering 30 meters distance and GPS module in the vehicles. Durable internal computer device allows conducting processes in an automated mode. At the same time, number-plates of the vehicles standing on the left and right sides perpendicularly to the Traffic Patrol Service vehicle can also be recognized. This system archives the data in the central server on the vehicles which the number and the speed were recognized, by adding the current date, time and GPS coordinate.  Data on the vehicles exceeding the speed limit are immediately transmitted to the Central Information System of the Main Traffic Police Department through the mobile communication network of the system.
It was reported that 60 “Mercedes Citan” brand cars was purchased for the Post Patrol Service. These cars were also equipped with the necessary technical equipment. “Khazar” LD cars made in Azerbaijan were also purchased for other services in the relevant structures of the Ministry of Internal Affairs.
It should be noted that during the construction of the new educational building, tribune for solemn ceremonies holding 140 people was restored, large-scale renovation and construction works were carried out. The works carried out here prove that significant reforms are being implemented under the leadership of the President, the Supreme Commander-in-Chief Ilham Aliyev in the recent years in order to improve the activities of the Police Academy, which trains highly qualified personnel for internal affairs bodies and the works in this field have become consistent.
