Admission to service in Internal Affairs Bodies

 1.The citizens of the Republic of Azerbaijan who are suitable for the service in these bodies for their personal qualities, physical and professional preparation, health status and level of education, also who past military service, and knows military obligation (except for women), the state language of the Republic of Azerbaijan and who are not below 20 years old and over 30 years old as a rule are accepted on service on a voluntary basis.

Persons under the age of 18 with secondary education are also accepted to the educational institutions of the Ministry of Internal Affairs of the Republic of Azerbaijan.

Persons under the age of 35 may also be accepted to financial, economic, criminalistic investigations, medical services, as well as programmer engineer, mid-level and senior chief positions in academic institutions.

If necessary, specialists with scientific degrees up to the age of 40 may be accepted to educational institutions and other service sectors.
2. Persons accepted to service in Internal Affairs Bodies shall present the following documents:
1) personal application;
2) identification card;
3) labour book;
4) military service card;
5)document confirming that the person has appropriate education;
6) biography;
7) information about the birth place, workplace (education) and place of residence of close relatives and those who are under his/her patronage.
3. Recruitment on service in Internal Affairs Bodies is carried out on the basis of competition and transparency (competition consists of tests and conversation).
4. Persons with dual citizenship who have obligations to other states, religious leaders, persons considered lacking action capacity or having limited activity with the court's valid decision, previously convicted for committing a crime, as well as whose criminal proceedings were terminated without justifying grounds, those who were previously expelled from internal affairs and other law-enforcement agencies for causing serious shortcomings in work, for being engaged in activities incompatible with the service in internal affairs bodies, for being completely useless to service, for indecent acts will not be accepted to service.
5. The persons with secondary and specialized secondary education are accepted to the positions of the ordinary and junior chief personnel positions of the internal affairs bodies. The adoption of the persons with higher education institutions to the junior personnel positions in the internal affairs bodies is carried out in the manner specified by the Ministry of Internal Affairs of the Republic of Azerbaijan.
6. The individuals with special, specialized secondary and higher law education as a rule are accepted to service in mid-level and senior chief personnel positions.  

The minimum physical standards for admission to service in Internal Affairs Bodies.

THE MINIMUM PHYSICAL TRAINING STANDARDS FOR ADMISSION TO SERVICE IN ORDINARY, JUNIOR AND MID-LEVEL CHIEF PERSONNEL POSITIONS OF THE INTERNAL AFFAIRS BODIES

In accordance with the requirements of the Regulations of the Republic of Azerbaijan on service in the Internal Affairs Bodies, the level of physical training of persons admitted to service in internal affairs bodies shall be verified on the basis of the tasks and standards determined for the employees of the internal affairs bodies up to the age of 30. Minimum standards for these tasks and for their implementation:

For men
Running: 100 (hundred) meters - 15 seconds, 1000 (thousand) meters - 4 minutes
Pulling up on horizontal bar - 6 times;
Lifting the body up and down over the arms - 18 times;
Lifting the body up and down on one’s back-18 times.

For women
Running: 100 (hundred) meters - 19 seconds, 1000 (thousand) meters - 5 minutes 30 seconds;
Lifting the body up and down holding the hands behind the neck while lying on the back – 18 times.

PROGRAM OF TESTS OF COMPETITIONS ON ADMISSION TO SERVICE IN MID-LEVEL CHIEF PERSONNEL POSITIONS OF THE INTERNAL AFFAIRS BODIES (for lawyers)

In testing stage of the competition on admission to service in mid-level chief personnel positions of the Internal Affairs Bodies, the candidates shall answer the questions that determine the ability of drawing a logical conclusion; also shall have to demonstrate perfect preparation on the following legislative acts and theoretical knowledge:
1)    Legislative acts:
• Constitution of the Republic of Azerbaijan.
• Criminal Code of the Republic of Azerbaijan.
• Criminal Procedural Code of the Republic of Azerbaijan.
• Code of Administrative Offences of the Republic of Azerbaijan.
• Election Code of the Republic of Azerbaijan.
• General Declaration of the UN “On Human Rights”.
• The Law of the Republic of Azerbaijan “On Police”.
• The Law of the Republic of Azerbaijan “On Operative Search Activity”.
• The Law of the Republic of Azerbaijan “On Approval of the Regulations about the service in the Internal Affairs Bodies of the Republic of Azerbaijan”.
• The Law of the Republic of Azerbaijan “On Civil Service”.
• The Law of the Republic of Azerbaijan “On Rules of hearing appeals of the citizens”.
• The Law of the Republic of Azerbaijan “On fight against illegal trafficking of narcotic drugs, psychotropic substances and precursors”.

PROGRAM OF TESTS OF COMPETITION ON ADMISSION TO ORGANIZATION SERVICE OF PREVENTIVE WORK WITH JUVENILES
(for specialists with pedagogical education)

In testing stage of the competition on admission to organization service of preventive work with juveniles in internal affairs bodies, the candidates shall answer the questions that determine the ability of drawing a logical conclusion; also shall have to demonstrate perfect preparation on the following legislative acts and theoretical knowledge:

1)Legislative acts:

• The Constitution of the Republic of Azerbaijan.
• Election Code of the Republic of Azerbaijan.
• Family Code of the Republic of Azerbaijan.
• The General Declaration of the UN “On Human Rights”.
• The Law of the Republic of Azerbaijan “On Police”.
• Regulation “On passing service in the internal affairs bodies of the Republic of Azerbaijan” (Approved by the Law of the Republic of Azerbaijan dated 29 June 2001).
• The Law of the Republic of Azerbaijan “On Civil Service”.
• The Law of the Republic of Azerbaijan “On Rules of hearing appeals of the citizens”.
• The Law of the Republic of Azerbaijan “On fight against corruption”.
• The Law of the Republic of Azerbaijan “On the citizenship of the Republic of Azerbaijan”.
• The Law of the Republic of Azerbaijan “On Human Rights Commissioner (Ombudsman) of the Republic of Azerbaijan

2)Fields of theoretical knowledge:

• Theory of pedagogy.
• Age psychology.
• Social Psychology

To the consideration of the citizens who want to be accepted to the service in internal affairs bodies

Admission to service on average chief personnel positions is carried out on the basis of the competition (testing shall be carried out by State Student Admission Commission of the Republic of Azerbaijan). The announcement on the start of the competition is posted in mass media, including official state newspapers, as well as on the website of the Ministry of Internal Affairs. The conditions of the admission to service are also reflected within the announcement. The start of the competition is intended for early November of the current year.

Admission on service to the ordinary and junior chief personnel positions in the internal affairs bodies is also carried out on the basis of competition by the local police authorities. The candidates who wish to be accepted to service in these positions can apply to city, region police offices and departments. Announcements on the start of the competitions to vacant positions are posted in mass media.
- For determining if the preparation, level of knowledge, general outlook of the candidate who wants to be admitted to the service is useful and decent to the service in the internal affairs bodies, the competition shall be held in publicity, on the basis of transparency. The competition consists of test and interview.
- The citizens of the Republic of Azerbaijan compliant with requirements prescribed by the Regulations “On passing the service in the internal affairs bodies of the Republic of Azerbaijan” are allowed to the competition.
- Persons wishing to participate in the contest shall submit their documents to the authority announcing the competition within 30 days from the day of the announcement of the competition.
- The presented documents will not be accepted in case they do not comply with the requirements determined. The candidate shall not be allowed to the competition and shall be notified in writing in case false information is found in the documents.
 - Testing for candidates applying for the mid-level and senior chief personnel positions shall be conducted by the State Student Admission Commission of the Republic of Azerbaijan (hereinafter - SSAC), competition for the candidates applying for ordinary and junior chief personnel positions shall be carried out by the “Test commission on admission to service” of the authority where the competition was announced.
- Test samples for the admission to service in mid-level and senior chief personnel positions are developed by the relevant agencies of the Ministry of Internal Affairs and SSAC. The rules for conducting the test, the number of questions to be used and their degree of difficulty, and reading and assessing answer sheets are adjusted in the manner prescribed by SSAC.
The testing consisting of 100 questions shall be conducted within 3 hours without a break. The candidate passing the testing successfully is allowed to interview.
- After the test results are submitted to the MIA by SSAC, the time and place of the interview with candidates will be determined by the Commission and they shall be notified about it in advance. Service chiefs and specialists of the Ministry of Internal Affairs can be involved in the conduct of the interview. During the interview, the candidate’s answers shall be evaluated by each member of the Commission and then the average score shall be determined.
- The final results of the competition shall be determined by summing up the points the candidate collected during test and interview. Among those who collected the same points in the competition - the employees of the internal affairs bodies, those who have higher academic specialized degree - Master’s degree, those who were rewarded with the state awards, those who have perfect knowledge of foreign languages, those who are able to work on the computer, athletes, as well as those who have special preparation, knowledge and skills in other fields are preferred and this factor shall be mentioned in the developed list.
 - According to the results of the competition, the candidate applying for mid-level and senior positions is accepted on service to position announced in the competition, he/ she is given a special rank and is sent to the initial training course.
- Specialists are also involved by the Commission in order to conduct tests with the candidates applying for ordinary and junior chief personnel positions, “test sheet” (hereinafter - test) is developed consisting of 60 questions and covering various subjects, including law, state-building, language, literature, history, politics, economics and other fields, issues of local importance.
- There is a choice of four versions with one right answer in each test. For answering the questions, the candidate giving test circles, draws cross line on the number of answer or marks it in any other way. The right answer for each question of the tests is evaluated by 1 point. For acceptable assessment of tests at least 31 points should be collected by the candidate.
- 90 minutes are given for taking tests. The time spent for the explanation of rules of giving tests, distribution of tests and technical issues are not included to the time specified for taking examination.
- The applicants gaining acceptable score will be interviewed by the Commission on general topics. Attention is paid to the outward appearance, tidiness, speech, ability to express his/her ideas, adherence to ethical norms, ability to communicate, the way of thinking and other characteristics during the interview. In the interview, the candidate’s relatives and other persons may participate as observers.
- Upon completion of the interview, the materials on the study and verification of the candidates, their test scores, as well as the results of the interviews are discussed and evaluated by the Commission and winner (winners) is announced by majority vote. In case of an equality of votes, the chairman of the Commission shall make the final decision, and this decision is recorded. The documents associated with the admission to service, as well as those collected within the interview are formulated in the form of personal file (sewed).
- The candidate applying to service in ordinary and junior chief personnel positions and his/her personal file are sent Ordinary and Junior Chief Personnel Preparation School of the MIA named after A.Heydarov for meeting with the Selection Commission of the MIA in the manner specified by the Regulations of that school.
- On the basis of a positive opinion of the Selection Commission, the candidate is admitted to service in the position announced in the competition, is given special rank by the official authorized with relevant powers on nomenclature, it is mentioned in the personal file of the candidate and is sent to the initial training course together with the extract from the order on admission to service.
- The candidate receiving negative opinion from the Selection Commission is not admitted to the service.
- The individuals who hinder testing or violate exam rules shall be excluded from the examination. 
- The candidates not participating in tests due to inexcusable reason are not allowed to the competition and their admission to service in internal affairs bodies is rejected. They can take part in further competitions in general manner.
- Regardless of the reason that the candidate did not attend the competition at any stage after, the candidate’s participation in the competition is terminated and he/she is informed about it in written. The admission of the candidate to the service who refuses from his/her application to one of the positions announced in the competition is rejected. The candidates, whose admission to service has been rejected on the basis of competition results, shall be informed about it. Those candidates may participate in the following competitions announced by the MIA on the basis of general principles. 
- Candidates who do not agree with the decision of the Commission may appeal to the Ministry of Internal Affairs. The candidate shall be given a written response on the outcome of the examination of complaint. The candidate who is not satisfied with the decision may appeal to the court.
