Through the measures taken by the officers of city Main Police Department and territorial police authorities from September 15 to 30 on the basis of numerous appeals of the citizens, 83 people were detained in order to define the persons who offer sexual services to the local citizens and foreign tourists against payment, and violate public order by insulting them and instigating to conflict who refused, in the central part of Baku city, especially in the territories of Nasimi, Narimanov, Sabail and Yasamal districts, to check whether those people are carriers of dermatovenereal diseases, and to carry out other preventive measures.

About those people protocols were drafted under the articles No.510 (disorderly conduct) and No.535 (willful disobedience to lawful requirements of a police officer) of the Code of Administrative Offence and sent to the courts, so that 56 of them were arrested, 18 were administratively fined, and 9 were warned.

However, taking into consideration appeals of the advocates protecting rights of the detained persons, 32 of administrative arrested persons were sent to dermatovenereal dispensaries for treatment, and 24 persons with whom venereal diseases had not been detected, were released from administrative arrest.

According to the current result of the medical-laboratory examinations there were identified 32 persons with different venereal diseases, as well as 6 with AIDS, 6 with HIV, 16 with syphilis, 2 with acute urethritis, Candida albicans and trichomoniasis, and 2 with hepatitis C virus (HCV). Urgent measures aimed at detection of venereal diseases in the rest of the detainees, as well as prevention of being spread of these diseases deliberately by them, are being taken together with health authorities.

Sayings in different mass media on presence of persecutions against sexual minorities, being violated of their rights, and all such claims are completely unreasonable and do not reflect reality. We believe it is important to note once again that the aim of taking such measures were only determination and being brought to responsibility of people causing citizens’ complain by violating public order, and prevention of spread of infectious venereal diseases which lead to serious consequences.
