A resident of the Sabunchu settlement, Roman Nasibov, born in 1973, was hit by a car while riding a bicycle in Mashtaga settlement of Sabunchu district, about 01:00 p.m. on December 20th of the current year. The man died at the scene of injuries.

According to the press service of the Ministry of Internal Affairs, the driver fled the scene without giving the victim any help. As a result of operational-search activities carried out by the employees of the Sabunchu District Police Department, Khanagha Novruzov, a driver of a Daewoo Bus No. 131, who was suspected of having a traffic accident and fleeing the scene, was detained. The moment when the bus hit the cyclist was shot using surveillance cameras.

A criminal case was opened by the Investigation Division of the Sabunchu DPD under the articles 263.1 (violation by a person driving a car, tram or other motor vehicle of the traffic rules or the operation of vehicles, which entailed, by negligence, causing serious and less serious damage to the health of the victim) and 264 (abandonment of traffic accident) of the Criminal Code. The investigation is ongoing.
