BAKU POLICE GUARDS LAW AND SECURITY

On April 22 at the Main Police Department of Baku an operative meeting was held dedicated to the results of I quarter of 2015 and the upcoming challenges.

Opening the conference with the introductory speech, the chief of the Head Police Office of Baku city Police Major General Mirgafar Seyidov noted that the first passing 3 months of 2015 were also significant for our country. Thanks to the wise policy pursued by the esteemed President Ilham Aliyev, successful development of Azerbaijan continued, economic power and international prestige of our country have further increased, and socio-economic problems have been resolved. The tasks assigned to the Ministry of Internal Affairs, in the socio-political stability, rule of law and protection of public order in the country, forming the basis of success, have been adequately met. Chief of the Head Police Office, mentioning specific achievements of the Head Police Office of Baku city, being one of the basic structures of the Ministry of Internal Affairs, in these achievements obtained under the direction of Mr. Minister Ramil Usubov said that the service of the personnel, professional and physical training, logistics allow the implement these tasks .  

Then the meeting attendants were provided with a detailed report on the work done in the I quarter of 2015 in the capital on the anti-crime, public safety, protection of the rule of law, in other areas of operational activity and the challenges ahead. It was noted that during the reporting period in Baku, Ministry of Internal Affairs and Prosecutor's Office registered in general 2.933 crimes (previous year: 2,957), of which 2.402 or 81.8% less serious or not representing big public danger, 531 or 18.1% - grave and especially grave crimes.

Compared with the same period of the last year, the number of crimes with intentional infliction of injury decreased by 7.0%, less serious crimes by 5.9%, crimes that do not pose great danger to society by 4.0%, property crime by 0.2 %, in particular against state or municipal property by 3.8 times, theft of private property by 10.7%, burglaries by 11.4%, transport thefts by 11.1%, the number of crimes related to trafficking in human beings by 35, 3%; the number of crimes of hooliganism has remained stable. 

Disclosure of 68.7% of the total number of crimes was provided (previous year 66.4%), 75.5% of grave crimes (previous year 73.0%), and overall 56.8% of crimes that occurred under mysterious circumstances (previous year 55.9%).

Along with this the disclosure was provided of 89.9% (previous year: 86.4%) offenses against the person, including 414 cases reported during the period, and under development since last year, including premeditated murder (previous year 85.0%), as well as the attempt to commit murder, rape (previous year 83.3%). Compared with the corresponding period of the last year, the detection of crimes with intentional infliction of grievous bodily harm improved by 1.8%, crimes with intentional infliction of actual bodily harm by 5.7%, crimes against private property by 2.8%, theft of private property by 4.3%, including burglaries by 3.1%, fraud by 4.9%, rapes by 16.7%, extortion by 66.6%, fatal traffic accidents by 1.2%.
 
During the reporting period 15 groups of 38 people who committed 18 robberies were identified, 12 groups of 27 people who committed 29 burglaries, and during this period 108 kg 284 g (previous year: 72 kg 616 g ) drugs were seized of illicit trafficking on 380 facts.

Protection of public order in the capital also was under serious control, attempts of illegal actions were prevented, the protection of public order during the mass events in the scale of the city was provided, as well as during celebrations in connection with the visit of high-ranking guests. Some work was done in the investigation and inquiries, road safety, issuing of identity cards to citizens, the consideration of their applications and appeals, as well as other areas falling within the scope of the police of Baku, the implementation of tasks has generally been ensured. 

The chiefs of a number of services of Baku Police Posts and territorial police, who spoke on the report, promised in a short time to eliminate the existing shortcomings. 

Chief of Baku city Head Police Office Mirgafar Seyidov, summing up the operational meeting in general positively assessed the activity of the Baku police official in the I quarter of 2015, pointed out the mistakes and shortcomings, gave his instructions and recommendations for their elimination. Chief of the Head Office brought to the attention of the meeting participants the special importance for the country's leadership of security and peace in connection with the 1st European Games and the challenges ahead in this area. Police Major General Mirgafar Seyidov assured the Minister of Internal Affairs and the country's leadership that the staff of the police of Baku will further continue its efforts in the fight against crime, maintenance of public order, will be worthy to carry out orders, instructions, vigilantly guard the rule of law and security in the capital.
