As it is known, the curfew will be imposed in Azerbaijan’s Baku, Ganja, Sumgayit, Yevlakh, Mingachevir, Naftalan cities, as well as in Absheron, Jabrayil, Fuzuli, Aghjabadi, Beylagan, Aghdam, Barda, Tartar, Goranboy, Goygol, Dashkasan, Gadabay, Tovuz, Shamkir, Gazakh and Aghstafa districts from September 28 from 21:00 (GMT+4) to 06:00 (GMT+4).
Be noted that during curfew, individuals will be able to move in administrative-territorial units in which martial law is in effect only on the basis of an appropriate official certificate or a special permit obtained through www.icaze.e-gov.az.
In this regard, we ask residents who live in cities and districts covered by the curfew or who enter or leave these settlements, to take into account the travel time to their destination and complete their visit, their affairs before the curfew begins, and not to leave the place of residence (location) during curfew without a special permission and an identity card,” said the statement.
The list of employees of the state bodies, whose movement during the specified period is allowed on the basis of an official certificate, as well as the permitted spheres of activity, has been determined by the Cabinet of Ministers. The Interior Ministry also approved (added) the procedure for issuing the special permits.
People who are allowed to move based on service card and registered with “icaze.e-gov.az” portal can use service and personal transport means.
During the curfew, conditions will be provided for the movement of people taken to a medical facility by ambulance or close relatives.
To prepare for the funeral of the deceased, in accordance with religious rites, close relatives can move freely after appealing the Interior Ministry via “102” or hot line (012 590-80-20)
The legal responsibility measures will be taken against violators of the martial law regime who do not comply with the legal requirements of police officers and military personnel involved in ensuring the curfew.

The resolution No. 358 dated September 28, 2020 of the Azerbaijani Cabinet of Ministers has been approved.
Appendix 1
The following employees of state structures (institutions) are allowed to move by showing an official identity card during the curfew:
1.    The Presidential Administration of Azerbaijan Republic
2.    The Administrative Department of the President of Azerbaijan
3.    The Special Medical Service of Azerbaijan Republic
4.    The Office of the Cabinet of Ministers of Azerbaijan Republic

3.1. shipments by air, sea, train and automobile transport;

R U L E
of
Issuing special permissions
1. This rule is approved by the Decree of the President of the Republic of Azerbaijan dated September 27, 2020 of. No. 1166 “On declaring martial law” and Order of the Cabinet of Ministers of Azerbaijan Republic dated September 28, 2020 of. No. 358 on “The regulation of some issues regarding the declaration of martial law in the Republic of Azerbaijan” and regulates issues on free movement of individuals and transport means in the administrative territorial units declared where the martial law was declared during the curfew.
2. During the curfew, movement of employees of state bodies specified in the Appendix 1 to the Order of the Cabinet of Ministers of Azerbaijan Republic dated September 28, 2020 No. 358 is allowed with service card.
3. After the information about the following individuals is entered into “icaze.e-gov.az” portal, special permission will be provided for their movement during the curfew:
3.1. employees of state bodies specified in the Appendix 2 to the Order of the Cabinet of Ministers of Azerbaijan Republic dated September 28, 2020 No.358;
3.2.  Employees working in the fields specified in the Appendix 3 to the Order of the Cabinet of Ministers of Azerbaijan Republic dated September 28, 2020 No.358.
4. To prepare for the funeral of the deceased, in accordance with religious rites, close relatives can move freely after appealing the Interior Ministry via “102” or hotline.
5. People with tickets for international and domestic flights will be allowed to leave their place of residence or location on the basis of their tickets, and people entering the country from the state border will be allowed to enter their place of residence or location on the basis of a stamp affixed to their passports.
6. Conditions will be provided for the movement of people taken to a medical facility by ambulance or close relatives.
7. People who are allowed to move on the basis of a service card, by registering on the portal “icaze.e-gov.az” and due to urgent medical necessity, may use the service and personal automobile.
8. Any person who obtained a reference from his/her workplace related to the activities carried out during the curfew is not allowed.
9. It is obliged for the people allowed to move during the curfew to have their identity documents.
