In Azerbaijani society, to keep the rule of law there is a strong political will which manages study and solution of the issues raised in the complaints of citizens. Every citizen knows that the first hope while violation of the rights is a representative of the state - the police. Citizen is confident that his appeal - complaint, application and proposal will be closely scrutinized, and necessary measures will be taken. In one of his interviews, the Minister of Internal Affairs of Azerbaijan, Colonel-General Ramil Usubov said that police activity should be transparent, open to the public and socially oriented. Not by chance the minister regularly visits regions and receives people in the field. Most of appeals in these appointments related to the activity of the police are resolved on the spot, while others are sent to the appropriate authorities. Colonel General Ramil Usubov meeting with residents of cities and regions applied for appointment gives specific instructions to solve promptly the problems of concern to them in accordance with the law.

The main purpose of all this is to ensure the transparency of activity and solution of the existing problems on the spot. Indeed, experience shows that improvement relationships with civil society in parallel with transparency and social orientation strengthen the rule of law.

Particular attention and sensitivity to the appeals of citizens and improvement of their appointment were assigned as important tasks for Baku Head Police Department as one of the basic structures of the Interior Ministry. Observance of discipline and the rule of law in the consideration of citizens’ appeals and their appointment by the staff of the Baku Head Police Department and its subordinate police bodies are in the spotlight. Code of Ethical Conduct for Employees of the Interior and the guidelines of the Instructions on the Order of Consideration of Citizens’ Appeals in the Interior Bodies are observed when ensuring human rights and freedoms.

The result is that performance indicators improve year by year. Modern and advanced innovations are used while systematic implementation of organizational and practical works in this field. Even citizens’ appeals addressed in different directions by mail, telegraph, fax, e-mail, ‘102’ - the call center system, as well as during the appointment and orally are treated with responsiveness. Today, every citizen has the opportunity to call and report to this service about happened illegal case with which he/she faced without visiting a police station. As a rule, regardless of the duties the police is sensitive to each ‘call’. All of this serves to strengthen the relationship with civil society.

In the Interior Ministry, where there is an effective mechanism for control of management and organizational performance, every police officer has an obligation to legal and regulatory requirements. This is one of the main factors that enhances internal security. Dissemination of information relating to privacy, family, professional, commercial and other secrets protected by law without the consent of the applicant during consideration of citizens’ appeals is unacceptable. All this strengthens the rule of law and further enhances the executive and registration procedure.

Conservation of the achievements in the field of personnel training, strengthening of service and executive discipline, observance by employees of the oath, the rules of conduct, ethical standards, as well as the shortcomings and flaws are under attention of the Head Department. Participation of the employees with the skills of meeting, listening, communication and explanations in arrangement and conducting the appointment of citizens is considered to be appropriate.
