Expanded operational conference dedicated to the results of the work done in fighting against the crime and maintenance of public security within 9 months of the current year and set duties was held in Baku City Main Police Department on October 27.

Head of Main Department, Police, Major-General Mirgafar Seyidov who opened the conference with welcoming remarks noted that the capital police took part in maintenance of stability and peace that are of the main terms of development of economy and successfully fulfillment of strategically important government programs, different international public, cultural, humanitarian and sport events within 9 months as well.

Deputy Chief on operational issues of Baku city MPD, Police, Major-General Elkhan Hasanov made a speech about the results of the measures taken by agencies and sections of the capital police during the reporting period and set duties.

He noted that operational condition on Baku city as well as different regions was analyzed in a complex way; the offers related to increasing effectiveness of employment activity were developed and directed to the execution.  
 
During the reporting period, Ministry of Internal Affairs and Prosecutor's Office registered in the capital 8,288 crimes of which 88.5 % was less serious and did not create a major public hazard, and 11.5 % was serious and particularly serious.
 
As compared with the relevant period of the last year, general crimes decreased 9,4 %, serious and particularly serious crimes-38,4 %, crimes against person- 4,6 % as well as deliberate health damage-35,1 %, crimes against property - 19 % as well as autotheft-3,4 times, cheats-37,3 %, carjacking – 6,6 %, illegal wood chopping -2 times and crimes related to human traffic- 8.9 %. 79,8 % of general crimes as well as 80,5 % of serious ones, 74,4 % of the ones that happened in unknown condition were solved. Especially 94 % of crimes against person as well as 90,7 % of deliberate murder, 100 % of attempted killing, 90,7 % of deliberate serious health damage were solved.

The speaker noted that application of modern information technologies is very necessary for prevention and solving of the crimes. 4,334 incidents were detected by the operators of “Safe city” of main department and territorial police agencies and 219 crimes were solved by using image archives of camera. Moreover 52 gangs that committed 57 robbery and banditry crimes, as well as 39 criminal gangs consisting of 90 people who were suspected in 80 burglaries were exposed.
 
147 people died and 364 ones sustained different bodily injuries in 430 road accidents happening in the capital. The number of road accidents decreased 4,4% , injured people – 7,1 % as compared with the relevant period of 2017. 668.406 administrative violations as well as 303.969 on inobservation of speed rate, 25.738 on violation of passing and maneuvering rules, and 1.769 on drunk driving were detected in the traffic control process which is one of the most important directions of the operational and employment activities.

While making a speech, heads of several offices, service and territorial police agencies of the main department spoke about the work done during the reporting period, obtained results as well as set duties for prevention of the faults and deficits in the activity and concrete measures to be taken. They promised to eliminate the faults and deficits in a short time.
 
Head of Main Department M.Seyidov who closed the operational conference highly estimated the activity of the police agencies of the capital in the field of fighting against crime and maintenance of public security in 9 months and noted that breach of law as well as violation of rights and freedoms cases decreased rather as compared with the previous year. He directed the attention of the participants of the conference to the solution of set important duties, gave tasks and advice and told about the elimination of the faults.

Police, Major-General Mirgafar Seyidov convinced the leadership of Ministry of Internal Affairs, personally Minister of Internal Affairs of the Republic, Colonel General Ramil Usubov that hereinafter the employees of the main department will resolutely continue the decisive fight against crime in the capital and fulfill all of the set tasks and duties for exemplary maintenance of stability, peace and public order in a high responsible manner and professionally.
