Organized group members were detained

12.03.2019

According to the Press Service of the Ministry of Internal Affairs, organized groups of members of the group were detected and detained for their attempt to massively and unexpectedly hijack cars, to get confidential information of bank plastic cards.

Elmar Rzayev, born in 1992, and his brother, Vali Rzayev, born in 1993, were sent to the pretrial detention center as a result of successful operative-search activities carried out jointly by the Criminal Investigation Department of Baku City Police Department, Criminal Investigation Department of Khatai District Police Office and 37th Police Department.

During operation and investigation measures around the suspects It was determined by the fact that the brothers were able to obtain a specially crafted electronic information device in one of the foreign countries, breaking the security  system of different brand cars, committing socially dangerous acts without damaging the car. It has been founded that they have widely used the capabilities of the receiver-transmitting radiotechnical device called “Retranslyator” which enhances the receiver signals and transmits them again.

By learning the information algorithms of vehicles with high security standards and bank cards, this device allows you to transfer the real key code. This will automatically create a duplicate version of keys and plastic bank card. The radio transmitter, called "Retranslyator," was detected and taken out from suspected persons.

The Baku City Police Office recommends that drivers not keep things in their cars, preferably to keep cars on the lighted streets, close to the coverage area of Safe City cameras.
When opening and closing the car doors and carrying out currency exchange operations at the terminals through a bank card, please, be careful. If there are facts about cases of robbery of cars and bank cards in uncertain circumstances, please, inform the police immediately.
Detection of operation and investigation measures around the suspects is continuing.
