CRITERION OF THE RESOLUTE PERFORMANCE

Against the backdrop of a changing world order and the new geopolitical conditions, crime analysis shows that serious and heinous crimes are only 10 per cent in the country. This became possible as a result of many years of hard service of the Azerbaijani police along with other law enforcement agencies. In order to form an opinion about these realities, you must first be in the field of activity or closely watch it, and clearly think about the obvious in a desperate situation.

In general, speaking about the security concept, the idea of security, we think of the police first and foremost. In each occurrence of massive interest, people analyze in detail everything from the behavior of the police to it clothes. It is interesting that along with this the reputation of police in the community has always been strong. Social stability which is one of the strongest bases among the factors that ensure today’s cultural and social life was not possible without the police. Therefore, a variety of opinions about the police scattered in the mass consciousness cannot erase the truth. In the aspect of the history of society, there is a certain paradox. There are dozens of questions behind the question "If there would be no police?..." each of which has its own answer.

While study and specifying the reasons for crimes in Azeri society and their impact on society, it becomes clear that the prosecution machinery is strengthened year from year, risk groups are under the control of the police or in prison with the support of the public. Stressing in an interview the requirement of the national leader Heydar Aliyev that "as a representative of the authorities, the police should serve the people, gain even more confidence by own resolution, professionalism and culture", Interior Minister, Colonel-General Ramil Usubov said that the Azerbaijani Police is based on modern methods of work in accordance with the requirements of time and international experience.

Now this is time that those who are confident of their impunity build even bigger plans. It is clear that people who did not find themselves in a life or those poorly educated are looking for ways to get the benefits and do not stop to commit a crime and show the tendency towards it. In fact, our thoughts are our life. So, crimes are committed with the will of people, not outside of their behavior. The idea is approved finally that the principle of unavoidability of punishment for committed action is relevant at all times. The explanations found in the scientific literature justify the assumption that the unavoidability of punishment constrains a growth index of crimes. Otherwise, it will cause the impunity of perpetrators, in other words, the violation of the principle of unavoidability of punishment. In those countries where there is no punishment for the dangerous act or it is applied later, public safety, inviolability of property, health and rule of law are under question.

Today, social stability strengthened so that even foreigners coming into the country recognize the increase of the level of police service and feel comfortable in Azerbaijan. They see and evaluate the situation in the Azerbaijani realities. In this situation, the police managed to implement today’s image arising from the Azerbaijani realities so professionally that initiatives for holding global sports and games, cultural and humanitarian activities of international significance in the country rose.
